According to Gihana Galindo, Director of the Cuba Tourist Board in Toronto, the recently announced economic measures soon to take effect in the country will revitalize this vital sector of the national economy.
“We are thrilled to be part of this extraordinary chapter,” Galindo said, adding, “These reforms mark a milestone that will allow our sector to become more sustainable, autonomous, and resilient.”
Speaking to the travel trade publication Travel Market Report (TMR), Galindo noted that these measures "will transform the way the world experiences Cuba."
TMR further highlighted several of the upcoming reforms in the sector, which include allowing 100% foreign ownership, enabling international investors to hold full equity in new tourism projects.
Additionally, operators will have direct control over their supply chains, and prime destinations such as Old Havana, Trinidad, and the Cays (Los Cayos) will be unlocked for development.
The plan also includes the implementation of global banking integration and a renewed commitment to financing options for the diaspora. This will allow Cubans living abroad to purchase properties and directly manage premium, heritage-preserving boutique hotels.
The new framework will introduce dynamic property leasing, while private enterprises will be free to design and market unique, hyper-local cultural experiences. Furthermore, demand-driven real estate development will be authorized across all tourism zones, alongside joint ventures and leasing plans for marinas.
The regulations also recognize travel agencies managed by joint ventures and private operators, integrating local tour guides and destination managers into the official framework. Additionally, the international franchising of prestigious Cuban brands—such as La Bodeguita del Medio, El Floridita, and El Gato Tuerto—will be promoted to strengthen their global market positioning.
